In 2015, the Department of Homeland Security (DHS) initiated a campaign to “encourage bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives.” This effort, called Stop the Bleed, underscores the importance of pre-hospital care in survivability of a critical incident. The national average response time for EMS varies from 7-14 minutes dependent on a variety of factors, including location and time of day. Yet one can bleed out in less than five minutes and, in some cases, it’s less than two minutes.
